We only use a combination of cement mix with thousands of fibers in it, combined with adhesive chemicals. 

Also, metal mesh is always a bad idea. Due to weather conditions in Alberta, metal expands and shrinks between summer and winter, causing non-stop stress to the parging coat. Same goes with old stucco systems.

We use fiberglass mesh instead. Thankfully, with the rising popularity of acrylic stucco, this practice is becoming more common in the plastering trade.
